History: Public approved a bond issue ofr industrial and economc development to be administered by a non-profit corporation. In 1972 Mayor William Donald Schaeffer established a council of economic advisors which consisted of leaders of Baltimore business community. Key government officials and economists from local universities. This group advised Schaeffer on the establishment of an administrative organization to carry out industrial land and related programs.
